PRESS RELEASE: UPC VERMONT WIND APPLIES FOR CERTIFICATE OF PUBLIC GOOD
Public Service Board To Consider 52-MW Project in Sheffield and Sutton

Montpelier, VT—February 22, 2006—UPC Vermont Wind presented its petition for a Certificate of Public Good to the Public Service Board today. The nearly 1,000-page application includes dozens of maps, studies, simulations, expert testimony and other supporting data associated with the 52-MegaWatt project proposed for low-lying ridgelines in the towns of Sheffield and Sutton. The 26 turbines will generate enough power for 15,000-20,000 homes.

“This is an important moment in the process for us,” said UPC President and CEO Paul Gaynor. “We have a long way to go, but we are confident that what we have submitted to the Public Service Board offers a compelling case for the merits value of this project. UPC’s main goal from the beginning was to provide clean and affordable energy for Vermont. We feel that this project accomplishes that.”

“We have been working for over three years to get to this point,” said Project Manager, Tim Caffyn. “We’ve studied bats, birds, historic preservation, forestry, noise impacts, and a host of other issues in order to comply with the State guidelines and the recommendations of Governor Douglas’ commission on wind power. We’re eager for the review process to begin.”

The complete application will be available through the UPC website at www.sheffieldwind.com by the end of February. The review process is expected to take 12-about 18 months.
